Structured Decision Systems is building tools to improve outcomes in complex, high-friction administrative claim systems.
Across areas like unemployment, benefits, veterans’ care, and other high stakes administrative processes, hundreds of millions of people face inconsistent results not because they don’t qualify, but because the path through the system is unclear and easy to get wrong.
What We Do
We identify where outcomes break down and translate those patterns into structured decision guidance.
Instead of more information, we focus on:
- what actually affects outcomes
- where people fail most often
- how to guide better decisions at the right moment
Why It Matters
These systems operate at scale, but support within them does not.
The result:
- high failure rates
- inconsistent outcomes
- limited effective tools
Structured Decision Systems is designed to address this gap with a model that can be applied across multiple high-impact arenas.
Where This Is Going

This creates a foundation for both:

- and scalable support for organizations (B2B)
Current Focus
Initial work includes:

- benefits navigation

About the Founder
Structured Decision Systems is being developed by Vickie Flaugher, with a background in digital strategy, operations, and process design.
This work is grounded in both professional experience and direct exposure to how these systems function in practice.

This project is in early development, with initial systems being built and tested.
